Planning & Development Services

The Planning Section is responsible for a wide range of short and long-term development functions, including administration of land use ordinances (i.e. subdivision, zoning and impact fees), and drafting plans, studies and ordinances.

The Planning Department processes all current land use cases (zone changes/Special Use Permits, master plans, plan amendments, sector plans) for the County.

Westland Master Plan/Upper Petroglyph Sector Development Plan

At the Oct. 15, 2019, Zoning Hearing (3 p.m. at the Albuquerque/Bernalillo County Government Center, One Civic Plaza NW, Joint Chambers, Concourse Level B) the Board of County Commissioners will consider amendments to the Upper Petroglyph Sector Development Plan (originally known as the Westland Sector Development Plan) to include revised zoning designations, regulations, and design guidelines for the Westland Master Plan. The plan area is located east and west of Atrisco Vista Boulevard, and ½ a mile north of I-40, east of Unser Boulevard, and south of the Petroglyph National Monument.

The Westland Master Plan was adopted by Bernalillo County in 1997 and by the City of Albuquerque in 1998. The Westland Sector Development Plan was adopted by the County in 2016. This new, amended Upper Petroglyph Sector Development Plan, which has also incorporated the main elements of the original Master Plan, is now being proposed and will replace the previous plans.
